Formation of University Policy
 

POLICY

 

            The President may authorize policy that defines the application of South Dakota Codified Law, Regulations, and the policies and directions of the Board of Regents for the operation of the South Dakota School of Mines and Technology.

 

The faculty shall have the responsibility for advising the President concerning academic policy.

 

 

PROCEDURES

 

1.      Authorization Process

 

A.     A copy of the proposed policy, including any appropriate supporting documentation, shall be provided to the Assistant to the President.

 

B.     The President will review the proposed policy and determine if additional information or guidelines are required before approving the policy.

 

1)      Policies prepared through the faculty governance process will be reviewed to determine the ability of the university administration to administer the policy.

2)      Further review of the implementation of the proposed policy will be sought by soliciting comments from the administration, faculty, and students.

3)      In those instances where the need for the implementation for a policy is critical, the President may choose to implement the policy and also seek further review for possible revision of the policy.

 

C.     If the President determines that a proposed policy is acceptable for administration, the policy will be publicized and distributed for inclusion in the university policy manual.

 

 

2.      Formulation of Academic Policy

 

A.     Policy affecting the academic programs and functions of the South Dakota School of Mines and Technology may originate from the Board of Regents, the faculty or the administration.  Such academic oriented policy that originates with either the faculty or the administration shall be processed as follows:

 

1)      The originator shall send the proposed policy to the Assistant to the President who will provide, within five working days of receipt of the proposed policy, to the originator the results of a review of the policies of the Board of Regents and the university relating to the proposed policy.  A copy of the proposed policy and the results of the review will also provided to the Vice President for Academic Affairs and the chair of the Faculty Senate.

 

 

 

2)      Additionally, the Assistant to the President will also send the proposed policy and the results of the review to the deans and department chairs and the Graduate Education and Research Committee if the proposed policy involves graduate education or research programs.

 

3)      College Review: Deans of the colleges will provide an opportunity for the faculty of the college to consider the proposed policy at the next scheduled meeting of the college faculty.  Following such consideration, the college dean will prepare a summary of the discussion, actions, and recommendations, and provide a copy of the summary to the originator of the proposed policy, the Assistant to the President, the Vice President for Academic Affairs, and the chair of the Faculty Senate.

 

4)      Graduate Policy Review:  Proposed policies that involve graduate education or research programs shall be reviewed by the Graduate Education and Research Committee who may prepare a recommendation concerning endorsement for the consideration of the Faculty Senate

 

5)      Faculty Approval:  The Faculty Senate shall consider the proposed policy and any recommendations from the college faculty transmitted by the deans of the colleges and any recommendations from the Graduate Education and Research Council.  The Faculty Senate shall prepare a recommendation for action by the university faculty.  The chair of the Faculty Senate shall present the recommendation of the Faculty Senate at the next scheduled meeting of the university faculty.

 

6)      The chair of the Faculty Senate shall provide the Assistant to the President the proposed policy prepared for authorization by the President including the recommendation action taken by the faculty and any appropriate supporting documentation.

 

3.  Formulation of Non-academic Policy

 

Policy affecting the non-academic programs and functions of the South Dakota School of Mines and Technology may originate from the Board of Regents, the faculty or the administration.  The originator of the policy shall send the proposed policy to the Assistant to the President who will provide, within five working days of receipt of the proposed policy, to the originator the results of a review of the policies of the Board or Regents and the university relating to the proposed policy.  A copy of the proposed policy and the results of the results of the review will also be provided to each vice president who will forward to appropriate departments.  Once the policy is ready for submission, the appropriate vice-president shall provide the Assistant to the President the proposed policy prepared for authorization by the President.
